The Institute of Singapore Chartered Accountants (ISCA) inked two Memoranda of Understanding (MOU) last week to strengthen international collaboration and facilitate more cross-border opportunities for the accountancy profession in the rapidly expanding Greater Bay Area of China encompassing Guangzhou, Hong Kong, Macau, and other cities.

The first MOU was signed with the Hong Kong Institute of Certified Public Accountants (HKICPA) and the second with the Guangdong Institute of Certified Public Accountants (GDICPA).

Propelling the accountancy profession forward

As prominent global business and financial centers, Singapore and Hong Kong rely heavily on their accountancy professionals to fuel the growth and advancement of businesses within their economies. These professionals, in the fields of accountancy and finance, play crucial roles in ensuring financial stewardship, upholding corporate governance standards, and serving as strategic advisors for businesses. Their expertise instills confidence in investors and aids companies in navigating intricate business landscapes. To remain effective, accountancy professionals must continuously adapt to the evolving domestic and regional business environments and prioritize ongoing professional development.

The MOU between HKICPA and ISCA is designed to propel the accountancy profession forward and offer upskilling opportunities for current and aspiring accountancy professionals in both Hong Kong and Singapore. Members of ISCA and HKICPA can anticipate tailored training programs in pertinent areas. Furthermore, the two organizations intend to organize joint events, providing members with networking opportunities in both Singapore and Hong Kong. Members of both institutes can also expect membership pathway arrangements that will enhance their credentials.

“This MOU signifies a milestone in our collaboration and sets the stage for greater co-operation. It reflects our shared vision of strengthening the accounting profession and creating value for our respective members. I am confident that this partnership will open up new avenues of growth, foster greater cooperation, and contribute to the continued success of our profession in both Hong Kong and Singapore, as well as contributing to the even closer ties between the two economies.” Mr Roy Leung, HKICPA President

Bolstering growth of Small Medium Practices

The MoU was signed in the presence of ISCA and GDICPA senior management, including GDICPA Vice President Guo Jinlong (third from left), GDICPA Secretary-General Mu Hui Shu (fourth from left), ISCA CEO Fann Kor (third from right) and ISCA President Teo Ser Luck (second from right).

As part of ISCA’s internationalization efforts, a primary objective has been to bolster the growth of small and medium-sized practices (SMPs). This collaboration aims to unite GDICPA’s Professional Committee of Small and Medium-sized Firms with ISCA’s SMP Centre of Excellence, fostering mutual dialogue and exchanges. This includes resource sharing and joint efforts to enhance the development of SMPs.

SMPs will receive guidance on various areas such as international market laws and regulations, industry trends, accounting technology innovations, and practice management strategies. Both parties intend to establish an information exchange platform to disseminate the latest policies, regulations, industry dynamics, and market trends, enabling members to stay informed about industry developments. Additionally, they will explore specialized research in emerging fields like artificial intelligence, sustainability, and academic research reports, aiming to drive industry advancement.

Together, GDICPA and ISCA will collaborate on reviewing and establishing joint membership pathways between the two organizations.

“We are pleased to establish this partnership with ISCA and enhance our mutual exchange of expertise and best practices, to provide new opportunities for our members and businesses to excel in the global market. GDICPA looks forward to partnering ISCA, a globally recognized professional accountancy organization, as we raise the standards of the profession and support the growth of small and medium-sized practices, ensuring they remain competitive and resilient in the rapidly evolving economic landscape of China.” Ms Mu Hui Shu, Secretary-General of GDICPA

Reflecting on the two MOUs, ISCA President Mr Teo Ser Luck said:

“We are honoured to count HKICPA among our distinguished partners, as we continue our journey to develop the accountancy profession internationally. Together with HKICPA, we look forward to elevating the industry and fostering the growth and competitiveness of our members in an increasingly interconnected global economy. I (also) look forward to strengthening our collaboration with GDICPA and exploring how we can partner them to support the professional development of members and business capabilities of the accountancy services firms. Together, I believe we can make great strides to elevate the attractiveness and influence of the accountancy profession and further contribute to the growth and development of businesses.”
